Sierra Leone News: Parliament ratifies $750,000 Port Master Plan agreement

mpMembers of Parliament (MPs) yesterday unanimously ratified the grant agreement between Sierra Leone and the African Development Bank (ADB) that was laid on the table of Parliament on the 2nd February 2016 with total grant of seven hundred and fifty thousand US Dollars ($750,000).
Presenting the Bill to MPs for deliberation, the Deputy Minister of Finance, Patrick Saidu Conteh, disclosed that the Bill was signed on behalf of the Government of Sierra Leone by the substantive Minister on the 7th October 2015 with the aim of preparing a Port Development Master Plan consisting of an infrastructural development Master Plan and a Ports Investment Plan for the country to be managed by the Sierra Leone Port Authority (SLPA).
According to the Deputy Minister, the component involved in the project includes collection and review of all relevant data to carry out a comprehensive analysis and forecasting of export and import demand, assessment of existing facilities and equipment within the Port, assessment of the institutional and regulatory framework, preparation of Base map for Freetown port, development of identified potential port location and recommendation of preliminary development plans into the Master Plan, carry out a strategic environment and social assessment that will inform on the potential impact of port development.
He explained that the project study shall be carried out over a period of 9 months following the review of previous studies within the port sector that will form the basis of the Port Development Master Plan which shall interface with other integrated transport sub-sectorial plan that will benefit the whole country and beyond for countries using Sierra Leone Port for transshipment.
The Deputy Minister disclosed that SLPA will execute the project as it has implemented the transport sector project on schedule with 100 percent disbursement ration as they have the technical expertise and experience to implement the SL Master Plan project in accordance with Financing Agreement, adding that SLPA together with the Ministry of Finance and the Ministry of Transport to monitor the project to ensure it achieves it objectives.
He maintained that “this project is needed because it is in line with our infrastructural development which is one of the main pillars of the Agenda for Prosperity. Notwithstanding that the project is a 100 percent grant agreement,” he says.
Speaking on behalf of the Deputy Minority Leader of Parliament, Hon Yusufu B Mansaray explained that many Sierra Leoneans are finding it very difficult to get their goods out of the Quay but with this present Agreement if approved will make the process simple and straight forward as he urged Members to speedily ratify the agreement.
According to the Leader of Government business in Parliament, Hon Ibrahim Bundu, the time of the House should not be wasted as they have other very important things to handle as they should ratify the Agreement for the project to commence without any delay.
MPs unanimously approved the Agreement without any delay when the Speaker of Parliament, Hon S.B.B Dumbuya put the question to vote for or against.
