THREE TOWNS WATER SUPPLY AND SANITATION PROJECT
GENERAL PROCUREMENT NOTICE

1. The Government of Sierra Leone has received a blend of loans and grants totaling UA 41.35 million from the African Development Fund and the OPEC Fund for International Development to finance part of the Three Towns Water Supply and Sanitation Project.

2. The principal objective of this project is to improve the access to adequate, safe and reliable Water Supply and Public Sanitation Services for the three cities of Bo, Kenema and Makeni, and to enhance the institutional, operational and management capabilities of the Sierra Leone Water Company (SALWACO) the main service provider for Water and Sanitation Services.

Procurement of Civil Works for Bo Water Supply system rehabilitation and expansion; Kenema and Makeni water supply system rehabilitation and expansion; Septic tank system in Bo; and, Septic Tank System in Makeni and Kenema; shall be carried out using International Competitive Bidding (ICB) procedures, while procurement of civil works for Public Toilets facilities will be carried out using National Competitive Bidding (NCB) procedures.

Procurement of goods including Pickups, Water Meters, Water Tanker, Septic Tank emptier ; shall be carried out using shopping procedure.

Procurement of Consulting Services including Design Review and Construction Supervision, Management and Commercialization Study, Implementation Support, Environmental Awareness and Capacity Building, Technical Assistance to PMT and Project Audit shall be carried out through short listing.

3. The project’s main components are:

• Infrastructure support: Including rehabilitation and expansion of Water Supply and Sanitation Systems in the cities of Bo, Kenema and Makeni, Engineering Design review and supervision;

• Institutional support: Including support to SALWACO, and capacity development to the Water Sector in general, and hygiene environmental and hygiene sensitization;

• Project Management.

4. Procurement of Works, Goods and Services necessary for the execution of the Programme shall be done by SALWACO, using the African Development Bank’s new rules and Procedure for Procurement of Goods and Works as appropriate, and the Rules and Procedures for the Use of Consultants, respectively, using the relevant Bank Standard Bidding Documents. Bidding documents are expected to be available in March, 2011.
