Adam Smith International, through funding from the UK government (DfID), and in collaboration with the Ministry of Energy & Water Resources, is looking to procure the services of a firm to undertake the following:
Study on Management Options & Financial Sustainability for Small Town Water Supplies in Sierra Leone
The study is expected to be undertaken by a local consulting firm, who would work directly with an international specialist advisor. The procurement is split into two Lots, which the bidder may bid for either or both lots. Where the bidder is able to quote for both lots, and mobilise appropriate expertise, this would be seen favourably.
? Lot 1: Local firm that would supply local expertise (consultants), project management for the overall project, data collection, provide all logistical resources for the study, and host/work directly with the international specialist advisor
? Lot 2: International expert advisor to the project (expected 50 days level of effort both remote and in-country input) to give overall expertise to the project.
The local firm and associated consultants (Lot 1) would be expected to have a strong, demonstrable track record in:
? Project management and undertaking consulting work (particular sector studies)
? Experience managing and implementing quantitative and qualitative data collection
? Significant expertise in the Water, Sanitation & Hygiene Sector in Sierra Leone, particularly in institutional arrangements, financing and also technical aspects of decentralised water supply systems
The international expert advisor (Lot 2) would be expected to be a senior international specialist in small town water supply management arrangements and financing, with 10+ years’ relevant experience. It is expected the advisor would work directly with the local firm, and dedicate around 50 days input into the project.
