SOBA targets innovations within agriculture, energy, light-manufacturing and supporting sectors. Our overall approach is focused on addressing key constraints to inclusive growth and facilitating sustainable change at scale. SOBA aims to reduce poverty in Sierra Leone by improving access to markets for smallholder farmers and entrepreneurs, leading to rapid improvement in market systems, job creation and increased income for the poorest households.

SOBA is looking for a qualified Monitoring and Results Measurement Analyst who will be responsible for implementing the results management system, under the direct supervision of the programme’s Result and Knowledge Manager.

The position is available immediately and will be based fulltime in Freetown, with travel to all districts in Sierra Leone.

Roles and responsibilities
*Manage the development of Results Chains and associated measurement plans, with clearly defined indicators for tracking expected changes in RCs, as well as methods and timelines for data collection, analysis and reporting.
*Contribute to the development and ‘right-sizing’ of research strategies including baselines and impact evaluations.
*Develop and implement targeted research projects for the continued expansion of SOBA’s evidence base, such as market research, baselines, impact evaluations and case studies.
*Manage internal risk assessments and early warning systems. Thus use quick feedback mechanisms to flag up issues and trigger corrective actions in program strategy design and implementation
*Coach and build MRM capacity in order to promote mainstreaming of MRM activities.
*Compile reports as required including weekly, quarterly progress and annual reports
*Manage and oversee out-sourced research projects to ensure that they are delivered to good technical standards and as per programme requirements.
*Perform other related duties, as required.

Required qualifications and experience:

*Graduate degree in economics, business management, international development or related field.
*At least 3 years’ experience in Monitoring & Evaluation for development programmes with practical applications in qualitative and quantitative research design, implementation, analysis and reporting.
*Advanced English language written and oral communication skills, with ability to adapt communication to target audience.
*Proficiency with statistical packages especially SPSS as well as advanced Microsoft Word, Excel and PowerPoint skills.
*Proven ability to learn quickly, work effectively in close-knit teams and to interact effectively with a diverse range of people.
Candidates with the following experience would be at an advantage:
*Understanding of market development principles, particularly the M4P approach.
*Experience in applying the DCED Standard for Results Measurement.
*Agricultural markets and value chains.
*West Africa regional experience.
