Monitoring and Evaluation Assistant - Freetown

The West African Biodiversity and Climate Change (WA BICC) Program is a USAID-funded five-year initiative (2015-2020). The overall goal of WA BiCC is to improve conservation, climate-resilience, and low emissions growth across West Africa by focusing on three core components:
1. Combating wildlife trafficking
2. Improving coastal resilience to climate change
3. Reducing deforestation, forest degradation, and biodiversity loss.
The WA BiCC strategy is to address both direct and indirect drivers of natural resource degradation to improve livelihoods and natural ecosystems across the West African region. WA BiCC will work in collaboration with 3 core regional partners – the Economic Commission of West African States (ECOWAS), the Mano River Union (MRU), and the Abidjan Convention – as well as diverse stakeholders on the local, national and sub-regional levels to develop, improve or adapt policies and practices that can contribute to West Africa’s environment and development goals. The Program will also work in a series of coastal and forest ‘learning landscapes’ and engage with grantees and partners to achieve the outcomes defined in the work plan. WA BiCC is a learning initiative that aims to work with partners to identify, synthesize, transform and disseminate knowledge, information and best practices to regional, national and local policy makers and practitioners. As such, a rigorous Monitoring and Evaluation Plan has been developed to generate information to achieve this aim.
To help achieve this, WA BiCC is hiring a Monitoring and Evaluation Assistant to be based in the Freetown office and work in collaboration with a counterpart based at the main office in Accra.
Description of the position and main responsibilities
The M&E Assistant will be involved in implementing and developing an efficient system for project performance measurement. He/she will collaborate with the project staff and support Institutional and Implementing Partners and Grantees to reinforce their capacities and developing tools for meeting requirements, progress measurement and reporting. The M&E Assistant will ensure regular collection of data, aggregation, analysis and transmission of information on activities and results.
The M&E Assistant will:
- Assist the conception and the development of tools and forms for collecting and analysing data for measuring performance indicators and results
-  Provide guidance and oversight to actors responsible for data collection in order to ensure compliance with the Monitoring and Evaluation Plan
- Assist in organizing trainings for the technical staff, field actors, regional institutional partners and implementing partners on the use of the M&E system
- Support the conception and development of monitoring systems for regional institutional partners and grantees and conduct capacity building activities for them
- Provide oversight on data submission by institutional partners, implementing partners and the WA BICC Grantees
- Provide technical and analytical support to project field staff and partners in the collection of data and in the preparation of progress reports and regularly participate to the indicator results review sessions and planning activities
- Ensure correct use of tools and forms developed by the project, regular collection of data, aggregation, analysis and transmission to higher levels
- Ensure aggregation, treatment and exploitation of data from field activities and correct entry in the system
- Participate in the process of assessing grantees, participate in the institutional capacity assessment for grantees and conduct capacity building activities
- Participate in evaluations such as Baseline, End line and other Studies and collaborate with evaluation teams for Evaluations such as Impact Evaluation
- Contribute to all WA BiCC progress and annual reports and participate in the annual work planning process
- Work under the supervision of the M&E Specialist based in the Accra office and be a member of the Collaborating, Learning and Adapting Unit whilst collaborating continuously with his/her Accra-based counterpart
WA BiCC is a regional program that will also undertake activities on the national and landscape levels. At the outset, the Freetown-based M&E Assistant will focus generally on the Member States of the Mano River Union (Sierra Leone, Guinea, Liberia and Cote d’Ivoire) and be complimented by the Accra-Based Assistant who will focus on non-MRU countries.
Required Qualifications
• At least 4 years of advanced education in a related field such as:  Monitoring and Evaluation, International development, Environmental Sciences and Geography, Business, Economics, Statistics, Project Design, Data-Base Management or related fields;
• Minimum of 3 years in ensuring Monitoring and Evaluation functions in program or project intervening preferably in rural development, environmental policy, natural resources management, climate change, biodiversity conservation or related fields;
• An experience of minimum 3 years in supporting communities in development or capacity building and institutional and/or policy support projects;
• An experience of at least two years in international projects and preferably in project funded by the US Government Agencies (USAID) could be an asset
• Proven experience in qualitative and qualitative research and in conducting survey and designing sampling;
• Strong knowledge in the use of spread sheet and database (Excel, Access or more), in statistical software (SPSS or more) and in Geographical tools (Arcview, GPS);
• Experience in use of mobile technology (SMS, Smartphone or more) and in the design or management of a Monitoring Database could be an asset;
Language skills
Fluency in written and spoken English and French is required. Work experience in the region required.
